The Virginia Senate on Tuesday approved a bill that would make it a primary offense for teenagers with provisional licenses to use a cellphone while driving.
Senate Bill 210, sponsored by Sen. George L. Barker, D-Fairfax, effectively allows police officers to pull over teen drivers for using a cellphone without needing another reason to stop them.
Barker’s legislation was approved by the Senate on a 30-10 vote. It’s previously cleared that body only to fail in the House of Delegates. Similar legislation from Barker has previously cleared that body only to fail in the House of Delegates.
