Gloria Baller took a giant leap of faith when it came to building her home in Thorngate Landing/ Greensprings West two years ago. “My husband was with the military and stationed in Germany,” recalls Gloria, who met her husband, Craig, when he was stationed in Italy 17 years ago. “We knew we wanted to be in Williamsburg, and we knew that / Greensprings West was the type of close-knit, family-oriented community we were looking for. But we were still living outside the U.S. at that time.”
While Gloria and the couple’s two children stayed in Germany, Craig flew to Virginia to work with real estate agent John “Mr. Williamsburg” Womeldorf on finding the perfect / Greensprings West building lot. Gloria didn’t get to see the properties in person, but based on her husband’s communications and a little help from Google maps, she got a good feel for what they were like. Eventually, she and Craig found the right lot, a flat, .34-acre property with mature trees, just right for building their new home.
Gloria’s stress level rose a bit when it came time to actually build the house – again, without seeing anything in person. “It was pretty stressful because I’m oriented toward details,” said Gloria, who loves art and design. “I like to see the materials that go into my home.” Craig did visit Greensprings West / Thorngate Landing once during construction of their 4-bedroom, 2.5-bath transitional Colonial. However, most design decisions had to be made long distance, based upon emails, photos, and the help of their agent, John.
Post-construction Personal Touches. Despite the uncommon process of building a house from an ocean away, Gloria was excited about the result. “We tried to keep the design simple, not overcrowded, fresh and contemporary. I love the open concept of our home.”
Gloria added some personal touches after moving in, including built-in cabinetry in the living room and woodworking in the foyer. “Details like the unusual paneling on the stairs and the foyer woodwork are important. I’m impressed with how our [craftsman] had such an artistic eye, matching the new work with the existing style so that it doesn’t look like it was added afterwards. Our home is Colonial style with a contemporary flair.”
Favorite Spots. Gloria spends most of her time in the family room and the kitchen, where she can see outside as she cooks. “I like to cook, and I love to bake,” she says, noting that risotto and gnocchi are staples in her cooking repertoire. “I’m trying to become vegetarian, but I still cook meats for my kids and husband.”
The kitchen area is her favorite part of the house. “It gets lots of morning light, and has an open and airy feel.” How about Craig? “His favorite place is his ‘man cave’ in the bonus room above the garage,” Gloria laughs. That room, which is accessible from the second floor, features a treadmill and a collection of military photographs.
Another aspect of her home that Gloria appreciates is its abundant storage. “We have so many closets and we have shelving in the garage. There’s a place for everything.”
The Perfect Back Yard. After admiring exterior stone work done at a friend’s home, Gloria and Craig hired the same company to design and build a large patio for their back yard. “I wanted something that was not a standard wooden deck, something that had more character,” Gloria notes. “So, we used tumbled stone to create a natural, old feeling.”
The patio curves into the lush yard, punctuated by stone columns and a circular fire pit. “We took safety into consideration when we designed the fire pit, putting it about 20 feet away from the house,” Gloria says.
“Our family loves to make s‘mores together out there,” she adds. “The patio is a great place for family times and for entertaining. We’ve had great times around the fire; it’s such a warm, family feeling being outside and playing with the kids.”
The couple fenced their yard with wrought iron railing, similar to what had been installed by their neighbors. Wrought iron provides a more open fence than wood, allowing a better view of the trees bordering their property. “Also, we have three dogs, so a fence is important,” Gloria points out, noting they have lots of wildlife in Thorngate Landing, but the fence keeps deer off the back property. “I really love the privacy of our yard.”
A Great Neighborhood. In addition to being attracted to Greensprings West convenient location and good public schools, Gloria and her family were impressed with the community’s amenities. Among them are walking/biking trails, swimming pools, basketball and tennis courts, and a golf course. “My son walks to the basketball court and he fishes in the neighborhood ponds,” says Gloria. “And, for those with kids doing competitive swimming, our team, the Gators, is very good.”
Gloria and her family are now moving from Greensprings West, but with some sadness. “We’re close to our neighbors, we socialize with them,” Gloria notes. “I’ll miss them a lot.”
To sell their home, the couple again has turned to John “Mr. Williamsburg” Womeldorf. “John was great when we were buying our lot and building our home from Germany,” says Gloria. “Despite the time differences, if we had a question he would get back to us in 30 minutes. It could have been a really stressful process, but he eased our minds.”

Big and Beautiful in Stonehouse
When E and M decided to build their dream home, they knew it had to be large enough to accommodate their elderly parents and have a layout that offered privacy, luxury, and all the amenities for entertaining. They also knew it had to be in Stonehouse, a Toano VA neighborhood located about 15 miles from Colonial Williamsburg.
“We love this neighborhood. The people are friendly, it’s quiet, and there’s 50% green space here,” said E , noting he and M had lived in Stonehouse for years before building their home on Mill Pond Run. “When we decided to build a larger home so that our parents could live with us, I walked every lot available in Stonehouse to find the perfect property.” They finally found just the right lot: .88 acres with 3 acres of green space behind it, and a sloping yard to accommodate a walk-out basement.
Luxury and Practicality. The 7 bedroom, 7.5-bath brick Cape Cod home that E and M built in 2006 is a combination of practical design and luxurious features. It is three-levels, with master bedroom suites on each floor to allow plenty of privacy for the couple and their parents. The house, which is handicap accessible, has separate heat/AC zones on each level. It also includes amenities for a healthy lifestyle, such as a full exercise room with multiple types of equipment, and an indoor lap pool with fit jets that allow swimming against the current.
For recreation, the lower level of the 7,795-square-foot home includes a 6-seat media room, a den and full kitchenette, and a game room with slot machines, a billiards table, and table shuffleboard. Outside, there is a screened porch as well as several patio areas for relaxing around a stone fireplace, doing a little outdoor cooking, and dining al fresco at a table for 10 under a covered patio. The lushly landscaped yard—which includes a waterfall with colored lights — provides plenty of privacy.
Touches of whimsy. The home’s style is largely traditional, with 9- and 10-foot ceilings, crown molding, wainscoting and ceiling medallions, pocket doors, and traditional window treatments. But E and M also included some whimsical, personal touches. For example, a trip to Venice inspired the design of the upper level master bathroom, which includes columns, tiled arches, and a striking chandelier with colored glass. “I wanted a lot of colors in the house, but my mother didn’t,” E explained. “Instead, I decided to do mainly textures and patterns—such as pebble tiles in the shower—and get my colors though other items such as the chandelier.”
E took a hands-on approach when he painted the ceiling in the media room to look like the sky. “We have side lights in the room for when you aren’t watching the movie, and up lights that shine on the sky painting when the movie is on,” E noted.
Bring on the cooks. The gourmet kitchen was designed for a cook, and both E and M have skills. “We both like to cook and do grilling and traditional dinner cooking,” E noted. Not so traditional are the dog treats that they make for their twin Schnauzers, Maggie and McDuff, as well as the local humane society. The kitchen includes an island with seating as well as a big table with upholstered chairs. “It’s easy to entertain there, and it’s as comfortable as the dining room,” said E.
Living Smart. The house is wired so the couple can control lights, TVs, outdoor cameras and other features with a swipe on the iPhones. “I personally don’t know all the technology, but I just love the convenience,” E said.
A beautiful day in the neighborhood. It’s easy to see why E and M were set on staying in the Stonehouse neighborhood. The community’s amenities include an award-winning golf course with its own clubhouse that offers Friday night dinners and Sunday brunches. There is a separate Residents Center that includes a pool, playground, exercise room, and full kitchen. There are tennis courts, soccer fields, picnic areas, and a 47-acre lake. “We like to take our kayak out on the lake,” E noted. “And, someone stocked the lake with fish, so we often see people fishing there.”
The neighborhood has a community garden that E once used, but he now gardens on his own property. The community, which is socially active with various clubs, a swim team, and arts and fitness programs, is “a neighborhood where everyone walks” E said. “We often see our neighbors on the bike paths.”
Now that their parents are no longer with them, E and M don’t need such a large home, and have decided to downsize. “I chose John Womeldorf to help sell the house after I found his name all over the Internet.” E said, laughing. “So far, he has been terrific. He’s brought a lot of ideas to the table for selling our home.”

Members of the The Club at Kingsmill received the announcement below of Xanterra Kingsmill, LLC’s intent to withdraw its master plan amendment for action before James City County. Here is the link to the master plan amendment details from the JCC Planning Commission’s June 4, 2014 agenda. It was scheduled for the Board of Supervisors’ December 9 meeting.
Dear Members of The Club at Kingsmill,
In an effort to keep our members updated on news and information as it relates to the Resort and the Kingsmill community in general, please be advised that Xanterra Kingsmill, LLC ("Xanterra"), the owner of Kingsmill Resort, intends to withdraw its master plan amendment application in Case No. Z-0002-2014/MP-0002-2014 currently pending before James City County. Given the controversy surrounding the application related to new development within the Kingsmill community, Xanterra has decided to withdraw the application at this time in order to analyze ways in which the application may be modified to more fully address various issues and concerns raised by certain County personnel and Kingsmill residents to date. As part of this analysis, Xanterra will consider development alternatives as they relate to existing by right development parcels within Kingsmill in order to possibly shift some development activity to sites that would not require the level of approval associated with the current application. It is Xanterra’s hope that these efforts will ultimately lead to the ability to submit a revised land use application that is more warmly received by the County and all other stakeholders within the Kingsmill community.

I haven’t updated my info about Liberty Ridge since back in 2008. Hard to believe its been six years since they started putting in the roads.

Along Richmond Road in Norge, VA a red and white sign boasts single-family homes coming in spring 2013 to a neighborhood called Walnut Grove. But as fall 2014 begins, no work has started at the site.
No construction will begin until at least next year, said Developer Jay Epstein, who is busy with another housing development in Grove called Chestnut Grove and with a development in Richmond called The Villas at Rocketts Landing.

Out past Toano in the Northwestern reaches of James City County, a cluster of neighborhoods featuring hundreds of single-family homes and townhouses continues to be developed among sprawling farms and dense woodland tracts.
About 300 of the nearly 500 homes in the master plan for White Hall are already occupied, and the developer of what remains to be built, HHHunt Homes, is eyeing the next segment of the project with the hope of starting work in the next few weeks.
The development is mostly concentrated between Richmond Road and Rochambeau Drive to the east of Anderson’s Corner, where the two roads meet Barhamsville Road. The soon-to-be-built section, which features 41 single-family homes, will be situated across the street from Williamsburg Christian Academy, said George Moore, the vice president of development for HHHunt Communities.

The James City County Board of Supervisors has unanimously appointed Bryan J. Hill as County Administrator effective Sept. 8, 2014. Hill has served as Deputy County Administrator for Beaufort County, South Carolina since January 2009. During a special meeting Aug. 8, the Board approved a 3-year contract for Hill with a starting salary of $170,000. He has expertise in areas of finance and budgeting, human resources and employee benefits as well as supervising all department heads within the Beaufort County organization. He first started with Beaufort County as a Budget Analyst in February 2008.
Hill was the Vice Chancellor for Finance and Operations at the University of South Carolina’s Beaufort/Bluffton Campus. He served as Director of Finance for the University of Maryland’s Office of Information and Technology as well as Director of Administration for the Department of Aerospace Engineering.
Hill earned an Award for Academic Excellence from the American Association of Budget and Program Analysts and while at Maryland, earned the A. James Clark School of Engineering Staff Award plus a Commendation from the Department of Aerospace Engineering at their 50th Anniversary celebration. He received his Undergraduate Degree in Public Administration from Alfred University and his Masters from the University of South Carolina.
Hill is married and has three children. He coaches basketball, football and soccer and serves on the Board of Directors for the United Way of the Low Country.

The LPGA’s Kingsmill Championship returns to Williamsburg VA later this week with a new presenting sponsor.
Play starts Thursday May 15 on the River Course at Kingsmill Resort with a field that features eight of the top 10 golfers in the Rolex world golf rankings, including defending champion Cristie Kerr and 17-year-old phenom Lydia Ko.
Cristie Kerr returns as the defending champion. Kerr has earned three of her 16 career LPGA victories at the resort’s River Course, as she also won the tournament in 2009 and 2005.
Kerr had her hands full with 2007 Kingsmill champion Suzann Pettersen last year, besting the Norwegian on the second hole of a sudden-death playoff after sinking a two-footer for par. The last seven champions have posted at least three rounds in the 60s en route to the winner’s circle, and this year should be no different.
Kerr will have to contend with the likes of Stacy Lewis, Lydia Ko, Paula Creamer, Lexi Thompson and Karrie Webb – who won the tournament in 2006 – among others. Se Ri Pak (2004) is another past Kingsmill champion in the field this week, so the player roster is loaded with talent once again at the $1.3 million event.
Golf Channel will be there to bring four rounds of coverage to fans not lucky enough to see it in person.
The Kingsmill Championship begins a four-week run for the LPGA that includes trips to Alabama, New Jersey and Ontario, and there is a heap of money up for grabs in the coming weeks. Ten events into the 2014 slate, LPGA players will begin looking to make moves in the standings as summer approaches, and it all begins this week.
The South Korean broadcast company JTBC has signed up as a partner this year and is expected to bolster the tournament’s international presence. JTBC reaches 21 million households in Korea, according to a Kingsmill release.
The tournament is booked at Kingsmill through 2017. This is the 11th event on this year’s LPGA schedule.

Ryan Homes was again the top builder in Hampton Roads VA for permits, closings and revenue in 2013 with 309 permits issued, 292 closings, and $104,699,944 in revenue. Ryan Homes is actively building in 18 new home communities in Hampton Roads. Their top subdivision was Turtle Creek in Newport News with 50 permits, 42 closings, and $13,303,294 in revenue. Windsor Ridge at Wellington in Williamsburg/ James City County was their number two subdivision for permits, closings, and revenue with 32 permits and 32 detached closings recorded for $11,898,876 in revenue. Chesapeake Homes was the number two builder in Hampton Roads VA for permits, closings, and revenue with 134 permits issued, 173 closings recorded, and $46,874,097 in revenue in 15 communities on the Southside and Peninsula. Cornerstone in Virginia Beach was their number one community during the year with 36 permits recorded, 51 closings recorded, and $12,349,142 in revenue. West Neck Village was their number two community with 21 permits issued, 16 closings, and $5,648,588 million in revenue. HHHunt Homes was the number three builder for closings and revenue with 154 closings recorded, and $37 million in revenue. HHHunt Homes had closings in ten communities in Hampton Roads during the year including eight detached and two attached. Their top subdivision in 2013 for closings was Weatherly in Whitehall in the Toano area of James City County with 40 closings. Their top subdivision for revenue was the single family product at Whitehall with closings totaling $7,835,125 in revenue.

James City Service Authority’s (JCSA) 2013 annual water quality reports are now available online at jamescitycountyva.gov/waterquality. The reports contain important information about the source and quality of our drinking water. There are seven reports total that include our Central Water System and six independent water systems of Glenwood Acres, King’s Village, Racefield, The Retreat, Ware Creek Manor, and Wexford Hills & Riverview Plantation.
The Environmental Protection Agency (EPA) approved use of electronic delivery methods for drinking water utilities to issue annual water quality reports to customers by July 1. JCSA water customers will receive notification that the reports are available online on the County’s website via bill messages, email, social media, the County’s electronic newsletter, e-FYI, and JCC TV.

Xanterra abruptly withdrew its Kingsmill expansion plans Tuesday with no explanation, according to county Planning documents.
Xanterra’s local attorney, Vernon Geddy III, sent a brief letter to county planners Tuesday asking them to “withdraw in entirety the rezoning portion of the referenced applications and all portions of the master plan amendment portion of the applications.”
But the move might not signal defeat. Geddy said Xanterra, which owns Kingsmill Resort and hopes to build 207 new homes along the Country Road, will “continue to work to address issues that have been raised” and file a new application “in the near future.”
Still, the news pleased opponents, roughly 100 of whom turned out at a Planning Commission meeting earlier this month to speak out against the project.

The Real Estate Assessment Division recently completed the assessment of all real property based on the fair market value of the property as of Jan. 1, 2014. The new assessments show that the drop in home values over the last few years has slowed to a loss of 1.71 percent in 2014 compared to a loss of 5.67 percent in 2012. When combined with new development and commercial reassessment, the assessments generated increased .24 percent.
The County will mail the change-in-assessment notices to approximately 14,500 property owners on Feb. 28. Information on the review and appeal process and the tax relief program can be found online or by calling 757-253-6650.

The LPGA and Xanterra have announced a four-year extension of the Kingsmill Championship that will bring the event back to Kingsmill Resort in Williamsburg, Va. through the 2017 season.
The 10th staging of the Kingsmill Championship will be held May 15-18, 2014 with players competing for a $1.3 million purse. Kingsmill Resort is owned by Xanterra Parks & Resorts® affiliate Xanterra Kingsmill, LLC, a sister company of Anschutz Entertainment Group and a subsidiary of Anschutz Company.

The River Course at Kingsmill Resort previously hosted the LPGA’s Michelob ULTRA Open at Kingsmill from 2003 to 2009. The event produced acclaimed winners including LPGA and World Golf Halls of Famers Se Ri Pak (2004), Karrie Webb (2006), Annika Sorenstam (2008) and major champions Grace Park (2003), Cristie Kerr (2005, 2009) and Suzann Pettersen (2007).
After a two-year hiatus, the LPGA Tour returned to Williamsburg in 2012 for the newly-named Kingsmill Championship where South Korea’s Jiyai Shin outlasted American Paula Creamer in an epic nine-hole playoff for her ninth-career LPGA Tour victory. In 2013, Cristie Kerr etched her name on the list of victors for the third time when she defeated Suzann Pettersen in a two-hole, sudden-death playoff.

A core group of Kingsmill residents is moving quickly under the “Kingsmill United” banner to form a new community coalition. Following a planning meeting last week the group has prepared Articles of Incorporation and established an interim steering committee. On Friday the steering committee authorized filing of the incorporation papers and issued a call to Charter Members for an organization meeting to be held on Tuesday.
The group describes its purpose as, “Providing accurate and timely information and commentary on policies and actions that may impact the quality of life and property values in Kingsmill”.
The organization is intended to be a permanent organization with membership open to all Kingsmill residents and owners. The establishment of an “associate membership” class open to commercial and industrial entities within the boundaries of the original Anheuser Busch development is being explored. “We have requested meetings with our business neighbors The organization is intended to be a permanent organization with membership open to all Kingsmill residents and owners. The organizers emphasized that the intention is not to duplicate the Kingsmill Community Service Association (KCSA) whose board is composed of 4 elected Kingsmill members and 5 Xanterra appointees, but to provide an independent voice on policy issues.
“Kingsmill United is neither anti-development nor anti-Xanterra, it is simply pro-Kingsmill,” a spokesman said adding that “KU” looks forward to establishing a cordial and positive long term relationship with both KCSA and Xanterra with the objective of promoting the best interests of the united community and to that end we have requested introductory meetings with each of them.
There are serious concerns regarding the proposed master plan revisions and we hope to be able to resolve those concerns with Winding Road Development and Xanterra. However, following the precedent set by Xanterra, we have requested meetings with individual James City supervisors and Planning Commission members. We are confident that those officials will extend the same courtesy to Kingsmill United as they extended to Xanterra. In the spirit of transparency we will share the meeting schedule as it comes together.”
Given the concerns expressed by the Commonwealth of Virginia Department of Conservation and Recreation, Kingsmill United will also be consulting with local environmental groups to get their input on those comments which suggest that the impact of a portion of the proposed development will extend beyond the Kingsmill residential community. Those comments and the presentation of Winding Roads Development on proposed changes to the Kingsmill Master Plan have been posted to the Kingsmill United web site ( kingsmill-united.org ).

A study of the Longhill Road corridor in James City County is underway to look at traffic congestion and safety, pedestrian and bicycle accommodations, transit operations and more. The public is invited to attend a meeting to learn about the study, give input and help create a vision for the corridor’s future. The meeting will be held on Thursday, Oct. 3 from 7-9 p.m. at the James City County Recreation Center, Rooms A and B, 5301 Longhill Rd.

James City County homeowners who have flood insurance because they live in Special Flood Hazard Areas will receive an automatic 15 percent reduction on their flood insurance if issued or renewed on or after May 1, 2013. That’s because the County’s long term efforts to voluntarily improve flood plain management resulted in a Class 7 rating under the Community Rating System as part of the National Flood Insurance Program under FEMA. The rating lowers flood insurance rates for those homeowners affected.
