Kingsmill residents unite against Xanterra

JAMES CITY – More than 200 Kingsmill residents turned out for a meeting Thursday afternoon to express concerns about the resort’s plan to limit resort access and restructure memberships, a number of sources told the Gazette Friday.
Kingsmill Community Services Association resident representative Jim Zinn confirmed Friday that KCSA, as its known, had received enough feedback from residents about the plan that it scheduled a comment section during the regularly scheduled meeting.

Xanterra looks to build 322 new homes in Kingsmill

Kingsmill Resort owner Xanterra has submitted an application to build 322 new homes in the gated community, converting almost all of the Country Road to housing and reconfiguring the Woods Golf Course.

The changes come in the form of both a rezoning application and master plan amendment that would convert the Woods Course and 15 acres bordering the Country Road for residential use. The application converts trails and existing buffers to 196 single-family homes, 96 condominiums and 30 town homes.

The plan also includes a new Country Road – a cul-de-sac to serve a new 15-home tract.

It would also allow housing on 121 acres of area designated for the Country Road, and another 15 acres designated for recreation, according to the application filed this week with the county’s Planning Division.

Hindu prenuptial ceremony at Governor’s Land veiled in tradition

With a motorcade and processional typically reserved for rock stars, The River Room at Governor’s Land played host Thursday to an elaborate ceremony for which a nationally known band was the hired entertainment rather the focal point.

The occasion, which spans three states over four days and is expected to have 600 invited guests, was a griha shanti, the first of a series of events that comprise a traditional Hindu wedding. The music came from 1970s pop-funk group Kool and the Gang, best known for the 1980 hit, "Celebration.

Kingsmill looks to close resort to public :(

kingsmillAt the end of the year, the restaurants, marina, spa and other amenities at Kingsmill Resort will be available only to members and resort guests, a move that will exclude the general public as well as more than half of Kingsmill’s residents.

Only 43 percent of residents currently hold one of 18 categories of Kingsmill club memberships, said Jim Zinn, who represents homeowners on the Kingsmill Community Services Association. KCSA is the closest thing to a homeowners association Kingsmill has, but includes corporate interests.

The prospect of an internal gate on Kingsmill Road "is probably the most controversial component of their offering," Zinn said in an interview Monday. "We’re hopeful the interior gate is something they defer or decide not to do."

First Kingsmill, then cruise lines…..

Andrew Todd wanted to captain more than just the nation’s largest park-concessions-management company.

Kingsmill Entrance SignAnd when Denver businessman Philip Anschutz purchased Xanterra Parks & Resorts in 2008, Todd got his wish. In the past few years, the venerable company has grown its revenues by 50 percent with acquisitions that include a high-end cruise-ship line, an adventure-travel company, a hotel and a golf resort with real estate it plans to develop.

After more than a century focused solely on national-park-concessions contracts — a business strategy that often saw the company waiting for new National Park Service contracts to emerge — the new business direction has injected fresh life into Xanterra, which traces its roots to the Fred Harvey Co. in 1876.

CEO Andrew Todd, who has been at the wheel of the company for 20 years, is steering the nation’s largest parks-concessions- management company to new horizons..

"There wasn’t a great appetite from the previous ownership to expand beyond our core," said Todd, who next year will mark his 20th year at the helm of Xanterra. "The good thing with the Anschutz Co. is that they have the capital and Phil’s willingness to invest and expand beyond our core business. With him, we can be very nimble and very quick on deals."

Xanterra purchased the 1,025-acre, three-golf-course Kingsmill Resort in Williamsburg, Va., in 2010, marking its first step outside national parks. A year later, the Greenwood Village company affirmed its move beyond national parks with the purchase of Windstar Cruises.

This year, it added cruise company Seabourn’s three small luxury cruise ships to the Windstar fleet, rescuing the ships from financial distress. The company pumped $18 million into upgrades on the high-end sailing ships, and bookings have been climbing at double-digit percentages. Windstar has posted four consecutive years of revenue growth.

Kidsburg to reopen in August 2013

The renovation of James City County’s Mid County Park, including the Kidsburg playground is well underway. Despite significant rains much progress has been made. The old Kidsburg structure was removed, and contractors have prepared the site and installation of the new playground structure is ongoing.

photo 1The new Park Office building (above) is near completion and will include improved restroom facilities, a vending area, two staff offices and a small meeting room designed for programming and community use.

photo 3Both picnic shelters (ABOVE) received new roofing, and one shelter was enlarged due to the removal of an old concession room. Improvements to the front parking lot are scheduled to take place in late July.

The basketball, tennis, and volleyball courts as well as the walking trail remain open during daylight hours with parking available in the back parking lot. Originally slated to be opened this week, the park is expected to open in its entirety in early August.

In addition to these sites, all Williamsburg-James City County Public Schools playgrounds are open to the community during after school hours.  The walking trail and basketball, tennis and volleyball courts at Kidsburg have remained open throughout construction.

The old Kidsburg, a community-built playground, opened in 1994 and no longer meets ADA guidelines or current standards for public-use playgrounds. The new playground will be fully ADA and safety compliant, universal and barrier free.

Almost new home available in Burlington Woods..Williamsburg VA

Wendy Carrington can watch her children at the neighborhood playground from a white rocking chair on her front porch. In fact, she picked the neighborhood— Burlington Woods — the lot, and the big, welcoming porch in order to do just that.

front1We chose this neighborhood because it’s small, close-knit, and family friendly,” said Wendy, an insurance underwriter with two children, 5 and 8. “Then we picked this lot to build on because it’s across the street from the playground.” The porch was an extra she added to the nearly 3,000 square-foot home that she and her husband, Steve, a Coast Guard retiree, built in 2010.

front porchThe Carringtons’ home, the popular Ravenna model built by Ryan Homes, “really fits a family of four,” Wendy said. The main level has formal living and dining rooms, a home office, a powder room, and a large, open kitchen/casual dining/family room space that spans nearly the entire back of the house.

kitchen1The open kitchen area is one of Wendy’s favorite spots, allowing her to cook and talk to the kids in the family room. She especially loves the gourmet-style kitchen with granite countertops, stainless appliances, high-end cabinets, custom backsplash, and a big island with seating. But best of all is the gas range. “I always had electric, and now I understand why people like gas so much,” Wendy said.

kitchen“I’ve never had such a nice, upgraded kitchen before,” Wendy added. “We were military and always lived in rentals. This is the first house we’ve ever built, and the first house we’ve ever owned.”

The family puts the kitchen to good use. “The kids and I are always baking together,” Wendy said. “The kitchen, especially with the island, is the center of the house.”

bonusThe second floor has four bedrooms plus a bonus room above the garage that the family uses as a playroom and TV area. “It has a huge closet for storage and could even be a fifth bedroom,” said Wendy. “We have a big TV for watching movies, a couch and loveseat, and nooks with shelves for the kids. Having a bonus room helps us keep the downstairs more adult.”

masterThe large master bedroom is another favorite spot for Wendy. “We added extra windows so it gets a lot of light. It’s like an oasis; the greens, grays and white are such relaxing colors and it’s big enough for a sitting area. The master bathroom is huge, with a separate shower and tub.”

backyardWith two kids, having a flat, one-third acre yard is also a plus. A play set with playhouse and a large back deck make the Carringtons’ yard a favorite hangout. “The deck is big and a great place to hang out,” Wendy noted. “We’ve had a lot of barbeques, and we had about 30 people over for Steve’s retirement party. There was plenty of room.”

deck1Wendy said the Burlington Woods neighborhood has lived up to her expectations. “Everyone here has kids, and there are a lot of play dates and cookouts. We have a lot of social events….Next week there’s a baby shower for a neighbor down the street. There’s a real neighborhood vibe here.”

parkThe community’s location “is perfect,” Wendy added. “It’s walking distance to Freedom Park and to the Williamsburg Indoor Sports Complex. We’re near New Town and the outlet mall. Colonial Williamsburg is close, too.”

As much as they love it, the Carringtons have decided to sell their home in order to relocate closer to Wendy’s job in Richmond. “I wish I could just pick this house up and move it to Richmond,” Wendy said. “We have a special connection to this house because we got to pick out everything in it. It’s a perfect family home.”

officeThe family chose John “Mr. Williamsburg” Womeldorf to help them sell their Burlington Woods home. “He’s the one who introduced us to our [Burlington Woods] neighborhood. We never would have known about it without him,” said Wendy. “He’s well connected in Williamsburg and is really good at what he does.”

New restaurant opening in New Town

Saporni Ristorante Italiano will open in New Town on Monday, July 15, 2013

The opening will feature the work of award-winning artists, Lynn Hosegood, with her Italian watercolors series paintings, and Dorothy Greos’ abstract paintings.

Exceptional home in Governors Land, now on the market.

The classic, elegant exterior of the Georgian Federal home on Ann Johnson Lane in Governor’s Land was what first enticed Caz Wesley when she was house-shopping in 2008.

front2“I could see the house was an architectural gem when I walked up to it,” said Caz, an interior designer. “On the exterior, all four sides are classic, dark red brick with keystones over the windows. The front stoop has four brick steps and gracious, curved black railings with beautiful balustrades going down both sides. There’s a Federal-style portico with four pillars over the Charleston-style front door, which has an arched, webbed glass window above it and sidelights on both sides. There are just so many beautiful architectural features.”

rear viewCaz and her husband, Don, who works in the field service, bought the nearly 5,000 square-foot home after discovering its classically inspired but family–friendly interior was as attractive as its exterior. “I knew the house would be beautiful because it was designed by Scott Cleckley, an architect who lives in Governor’s Land,” Caz noted. “I’m very discerning visually, and he pays a lot of attention to detail.”

family2Caz, Don and their son, Arthur, then 13, moved to Governor’s Land after being stationed overseas, and were excited about living in a Williamsburg-area golf community. “There are three big golf communities in the area, but we chose Governor’s Land because it’s on the water, it has a beautiful club overlooking the convergence [the junction of the James and Chickahominy rivers], and we also like tennis and swimming,” said Caz. “It was the ideal community for us.”

kitchen1The house itself, built in 1999, also proved to be a great fit. “It’s an ideal family home for people with kids or grandkids,” said Caz. “Also, I love entertaining and this house is perfect for that, too.”

foyer diningFrom the dramatic, two-story foyer, a staircase — decked out with gingerbread molding along the side—rises to the second level and a Juliette balcony with arch and keystone at the top. To the left of the foyer is a den and to the right is a formal dining room, both with large, arched openings and detailed trim moldings.

dining2The main level also features a light-filled, two-story great room – overlooked by the Juliette balcony — which leads to a kitchen with a large island that Caz uses for setting up buffets. One side of the kitchen opens to a breakfast nook/sunroom with an unusual octagonal ceiling and a six-person, bay window seat that includes storage cabinets beneath it. The kitchen exits to a large, raised patio/veranda and to a screened backyard porch.

screened porch2“The flow from the kitchen to the porch and the huge veranda is perfect for entertaining,” Caz said. “We have a fire pit, a bar, and two patio tables with umbrellas on the veranda, and three grills set up on the step-down patio we added beside the veranda. We’ve had many get togethers there, including our annual luau.”

veranda1We also love playing games in the huge, flat back yard,” Caz added. “We play touch football, dodge ball, volleyball, and croquet.” She noted that the yard, which has woods across the back, also works for less rigorous activities, such as birding, with benches placed strategically to overlook bird feeders. Caz has sighted Cooper’s hawks, bald eagles, pileated woodpeckers, bluebirds, and hummingbirds, among others.

masterThe house is ample for a large family, with five bedrooms, four of them on the second level and a 24’ x 15’ master bedroom suite on the first floor. The master bedroom features a tray ceiling and a wall of windows that are nearly floor-to-ceiling, while the master bath has a double vanity with desk, whirlpool bath tub, and double-headed shower. The master suite connects to a stone-floored, private screened porch with a 6-person hot tub.

A 32’ x 21’ bonus room over the garage (accessed via stairs from the kitchen) has served as an excellent home base for Arthur. “My son fell in love with that room when we first moved in,” Caz said. “He used it for his bedroom until he changed to another bedroom on the second floor, and the bonus room became a family room with a foosball table, pool table, and flat screen TV. Our house was the hang-out place for Arthur and his friends because of that room.”

bonus1Arthur also made good use of the stone driveway in front of the three-car garage. “We have a basketball hoop there, and he has played there many hours with his friends,” Caz noted.

The family made a few changes to the house after moving in, particularly to the great room, where they replaced and redesigned the fireplace to make it better fit the style of the home. “It was a very rustic stone fireplace that was not complementing the rest of the house,” Caz said. “I made it into a traditional Georgian mantel with dentil molding and beading, so now it looks like it has always been there.” She also raised the fireplace and installed a high gloss, black granite hearth and surround that compliments her black baby grand piano that sits in the room.

bedroom1Caz also repurposed a large, rectangular alcove beside the fireplace that the prior owner had used for a hefty entertainment center. “I installed a multi-functional piece, with cabinets on the bottom for storage and a countertop that could be used to set out hors d’oeuvres,” Caz explained. “I installed glass shelving with mirrors behind it and added adjustable lighting. I use the shelves to display my collection of art glass and ceramics.” Caz finished the piece with trim moldings and decorative accents that brought it into unity with the room and the rest of the house.

bench viewCaz also replaced the foyer’s black chandelier with a more traditional, candle-style chandelier, added wainscoting to the den in order to give it symmetry with the formal dining room, and installed crown molding to rooms on the second floor. The family kept the home’s oak hardwood floors, but stained them a rich, dark cherry.

“As an interior designer, I wanted this classic style of architecture,” Caz said. “Also, I had inherited a lot of antiques, and the house is a beautiful place to display them.”

bfast nookThe location of the Wesleys’ house within Governor’s Land has been a plus, Caz said. ‘We’re on a cul-de-sac and near a pool, tennis courts and a playground. This is a big community, and it can take some time to get to the back areas of it. But since we’re near the entrance – but not so close we can see it—it’s easy in and out. That’s a benefit for a commuter.”

beach3The Governor’s Land community has myriad recreational amenities, including the 18-hole, Two Rivers Country Club golf course that was designed by three-time Golf Architect of the Year Tom Fazio; Golf Digest has twice named it one of the Top 10 courses in Virginia. Caz uses the tennis courts, and Arthur uses the nautilus gym next to the tennis courts several times a week. “It has all the latest equipment and is perfect for a teen who likes to work out,” Caz said.

gl poolArthur also has long been a member of the community’s swim team. “Being on the team is a great way to meet other kids,” Caz said. Arthur also enjoys the Governor’s Land’s beach, a swimming area near the community’s marina on the James River. “There have been swim team activities there and we reserved the beach for his graduation party. You can swim, Jet Ski, and there’s a boat slip,” said Caz. “It’s also a beautiful area to just sit and look at the water.”

gl amenitiesAlthough the Wesleys have enjoyed the Governor’s Land clubhouse, which offers fine dining and casual restaurants, occasional live music, and game nights, they often head to nearby New Town, a nearby Williamsburg commercial area with a mix of shops, restaurants and movie theatres. Another regular excursion is driving 10-15 minutes to Colonial Williamsburg to walk their dog along Duke of Gloucester street (known as D.O.G. Street to the locals), check out the weekly farmer’s market, or visit one of their favorite hangouts, Aromas. “It’s an outside café and has live music on Friday nights,” Caz said of the café, which is located on Prince George Street.

“I studied history, art history, and I love the history of Colonial Williamsburg,” Caz added. “I’m glad that Don was willing to do a longer commute in order to have us live so close to Colonial Williamsburg.”

To help sell their home, Caz chose real estate agent John Womeldorf , based largely on the recommendation of a friend who also lives in Governor’s Land. “We originally found this house online, and know that the web is a good way to advertise. We wanted an agent who is tech savvy, and we knew that John was because we’d seen his “Mr. Williamsburg” web site ,” Caz said. “We also were told that John works with a lot of clients from out-of-state and from out-of-the-country.”

Although she is leaving, Caz cherishes the years spent in her exceptional Governor’s Land home. “I love decorating, and I got to decorate my dream home,” Caz said. “People have come into my house and said, ‘Wow!’” It has been like advertising for me as a designer.”

Mid County Park-Kidsburg to re-open in July 2013

imageThe renovation of Mid County Park, including the Kidsburg playground, is well underway. Significant rains and modifications to the soils have delayed the project; however, much progress has been made.

The old Kidsburg structure was removed, and contractors have prepared the site and installation of the new playground structure has begun. The new Park Office (pictured background) building is near completion and will include improved restroom facilities, a vending area, two staff offices and a fee-based community meeting room.

Both picnic shelters (foreground) received new roofing, and one shelter was enlarged due to the removal of an old concession room.

Improvements to the front parking lot are scheduled to take place in June. The basketball, tennis and volleyball courts as well as the walking trail remain open during daylight hours with parking available in the back parking lot. The park is expected to open in its entirety in mid-July.

During the Kidsburg renovations, please enjoy the playgrounds located within our other County parks and facilities—Chickahominy Riverfront Park, Forest Glen Park, Ironbound Park, Little Creek Reservoir Park, Upper County Park, the James City County Recreation Center, the James River Community Center and the Warhill Sports Complex. In addition to these sites, all Williamsburg-James City County Public Schools playgrounds are open to the community during after school hours.

The old Kidsburg, a community-built playground, opened in 1994 and no longer meets ADA guidelines or current standards for public-use playgrounds. The new playground will be fully ADA and safety compliant, universal and barrier free.

Westport Development Moving Forward…

On May14th,The James City County Board of Supervisors will consider a contract award to Meridian Land Company to complete the infrastructure at the failed Westport subdivision off of Centerville Rd across from Fords Colony

The Westport development has been sitting idle for a number of years now. Its grand opening was in May of 2008. Amazingly nine lots were sold without any roads or infrastructure being built. The community is composed of 102 lots between three to five acres in size.

Realtec Incorporated , the original developer of Ford’s Colony and Westport took out a surety bond with Fidelity and Deposit Company of Maryland  in the amount of $2,245,000 .  Realtec failed to complete necessary infrastructure for the development and the property was  foreclosed upon by Meridian Land Corporation, LLC

 On February 28, 2012, the County entered into an agreement  with Realtec and Meridian Land Corporation, to establish a framework for completion of Westport contingent upon the County’s receipt of the bond proceeds.

As a result of Realtec’s failure to complete the infrastructure, the County made demand on F&D for the bond proceeds. F&D assumed full responsibility and the County has received the full bond proceeds of $2,245,000.

Using the bond proceeds,the County wishes to enter into an agreement with Meridian, to perform work on the infrastructure

Apparently the bonds were not large enough to cover the planned infrastructure improvements which include a costly well facility. Meridian will contribute the funds necessary in excess of the bond proceeds for the completion of Westport 

Meridian estimates final completion of the infrastructure, including those portions not paid by the bond proceeds to be finished  by December 31, 2014.

Smithsonian and Preservation Virginia Reveal Startling Survival Story at Historic Jamestown

Douglas Owsley, the division head for physical anthropology at the Smithsonian’s National Museum of Natural History, presented today a forensic analysis of 17th-century human remains proving that survival cannibalism took place in historic Jamestown. The findings answer a long-standing question among historians about the occurrence of cannibalism at Jamestown during the deadly winter of 1609–1610 known as the “starving time”—a period during which about 80 percent of the colonists died. The announcement was made with chief archeologist William Kelso from the Jamestown Rediscovery Project at Preservation Virginia, and historian James Horn, vice president of research and historical interpretation at Colonial Williamsburg; each expert provided context about the discovery and the history of the site.

Owsley has worked closely with Kelso and his team of archaeologists since 1996, examining skeletal remains to help researchers understand the lives of individual colonial settlers in the Chesapeake. This particular incomplete human skull and tibia (shin bone) were excavated by Jamestown archeologists in 2012 as part of a 20-year excavation of James Fort. The remains were unusual due to their location and extensive fragmentation, so Kelso approached the Smithsonian’s forensic anthropologist for a comprehensive analysis.

Owsley and his research team identified a number of features on the skull and tibia that indicated the individual was cannibalized. Four shallow chops to the forehead represent a failed first attempt to open the skull. The back of the head was then struck by a series of deep, forceful chops from a small hatchet or cleaver. The final blow split the cranium open. Sharp cuts and punctures mark the sides and bottom of the mandible, reflecting efforts to remove tissue from the face and throat using a knife.

“The desperation and overwhelming circumstances faced by the James Fort colonists during the winter of 1609–1610 are reflected in the postmortem treatment of this girl’s body,” said Owsley. “The recovered bone fragments have unusually patterned cuts and chops that reflect tentativeness, trial and complete lack of experience in butchering animal remains. Nevertheless, the clear intent was to dismember the body, removing the brain and flesh from the face for consumption.”

Through specialized scientific analyses, Smithsonian scientists determined details about the life and story of this 14-year-old girl from England. By analyzing the dental development of the third molar and the growth stage of her shin bone, the research team determined that “Jane” was approximately 14 years old when she died. The cause of death could not be determined from the remains, estimated to be less than 10 percent of the complete skeleton.

Through a combination of digital and medical technologies, Smithsonian researchers led the effort to reconstruct the girl’s likeness through forensic facial reconstruction. After scanning the incomplete remains of the fragmented skull with the museum’s CT scanner, a virtual model of the skull was pieced together digitally. This digital rendering was sent to the Medical Modeling company to print a three-dimensional replica of the reconstructed skull. Finally, StudioEIS, in Brooklyn, N.Y., worked with Smithsonian scientists to create a forensic facial reconstruction of the girl’s likeness.

On May 3, the facial reconstruction will be on display in the National Museum of Natural History’s popular “Written in Bone: Forensic Files of the 17th Century Chesapeake” exhibition, alongside other materials and information about Smithsonian forensic science. The skeletal remains will be on display at Historic Jamestowne near the discovery site on Jamestown Island.

What’s the property tax rate history in James City County.

One question I get asked repeatedly from out of town folks thinking of a move to Williamsburg/James City County. “What are you property taxes ? Are they increasing” ?

At .77 per $100 of home value we enjoy one of the lowest tax rates around. Add to that the fact that rates have not increased ( as opposed to other localities) since 2007.

( As of 2014, a home valued at $300k would have an annual property tax rate of $2310 in James City County)

Grand waterfront home for sale in Kingsmill

Lan Cao wanted a home on the water, one that gave her an open and peaceful feel. She also wanted a community with a lot of amenities. She got all that and more when she bought her 8,500 square-foot Mediterranean-style house on a hill overlooking a pond at the residential resort community of Kingsmill on the James.

frontLan, an author and a professor at the William & Mary Law School, moved into the Kingsmill home in 2004 with her husband, Bill Van Alstyne, also a law professor, and daughter, Harlan, then two-years-old. Kingsmill’s location just three miles from Colonial Williamsburg and the College of William & Mary was a major attraction to the couple.

“The original owners, who had built the house, were Greek,” said Lan. “The entire first floor has no doors, except for one to the study. Instead, the rooms are separated by rows of arches. It makes the house feel very open and airy.”

foyer1In fact, arches are recurring features on both the inside and outside of the 1984 home. Its entrance is covered by an arched, two-story front porch. The 2,700 square feet of gracefully curved decking that wraps around the back of the house includes an arched brick barbeque alcove. Inside, the grand foyer opens to an unusual, double staircase rising to a wide, arched opening on the second floor; on the main level, the foyer has a double archway into the home’s great room. Floor- to- ceiling windows in many of the rooms, including the great room, maximize the gorgeous water views and add to the open feel of the home.

deck viewSurprisingly, the 6-bedroom, 6- bath home had several Asian-style features. “Cabinet handles, shades on the outdoor lighting, and some of the drapes had an Asian style,” said Lan.” Since I’m Asian, that fit for me.”

The home’s main floor includes a 28’ x 33’ great room with a nearly 30-foot-high ceiling and a striking, two-story sculptural white stone fireplace. Lan said she does not often use the huge room, but has hosted her law school’s “Supreme Court Preview” dinner for 80-100 academics and other guests there. “It’s a perfect space for entertaining,” she noted.

dining3The main level includes a dining room and a study with a fireplace and full bath. A main floor game room is equipped with a pool table, a ping pong table, and big screen TV. “My daughter likes playing her Wii there,” Lan noted.

The heart of the home is the eat-in kitchen and family room, which open to each other and share a fireplace. “It’s where we hang out as a family,” Lan said. “It’s my favorite spot in the house.”

kitchen1In the eight years the family has been in the house, they have changed little. “We did take out white flooring in the kitchen to replace it with terra cotta,” Lan said. “The white showed too much dirt.”

living5The couple also switched the kitchen cook top from electric to gas to accommodate Bill’s needs as the family cook. The kitchen is fully equipped with a Sub Zero refrigerator, double ovens, a beverage chiller, and a large, granite-topped center island. A brick accent wall includes an arched alcove that is home to the cook top.

masterAlthough Kingsmill has a beach and full-service marina, the couple added a small boat dock on their 1.44-acre property. The dock allows them to launch their small rowboat and kayak, and provides a convenient place to feed Jim and Ann, the pair of white swans that live on their pond. “The swans come when we call them,’” said Lan, laughing. “And, our standard poodle comes running when we say Jim and Ann are here.”

Kingsmill Pond does get more crowded in the spring, Lan added.”Every year one swan shows up and we worry that something might have happened to the other. Then, the other one reappears with 5 or 6 chicks in tow.”

aerialAs she had hoped when she bought the house, Lan finds living on the water very peaceful, at least most of the time. “There is a large eagle or hawk, a predator bird, that sits on a tall, straight tree in our yard. It sits very still and then dives down to catch a fish in the pond,” Lan said. The pond attracts wildlife that is fun to observe, especially from the deck and its ornate gazebo perched right above the water.

Kingsmill has three swimming pools, which the family often use. The gated community also offers 15 tennis courts, a club house with restaurants and a spa, and several playgrounds. Since Lan and her family are not golfers they don’t use the community’s three championship golf courses that recently led Kingsmill to be named one of the 75 Best Golf Resorts in North America by Golf Digest.

marinarestThe family does enjoy the biking and walking trails that wrap around the community. “The trails are very long, some of them are paved and some not. It could take an hour or two to make the trail’s loop,” Lan said.

bridge trailLan and her family are relocating to southern California. They have put their home on the market through John “Mr. Williamsburg” Womeldorf, who was recommended by Lan’s friend after John helped her buy a home.

“Right after the sale, my friend went to Canada,” Lan said. “ She was planning to replace her new home’s very stained carpeting with hardwood floors when she got back, and mentioned to John in a phone call that she couldn’t stand the idea that she’d have to come home and see that stained carpeting. When she returned from Canada, she found that John had gone in on his off hours and taken out all the stained carpeting. This was after the transaction was already done, and John had been paid. It impressed me that John is not only knowledgeable, but also decent and a nice guy.”

poolIt won’t be easy for Lan to leave her Kingsmill Pond home. “We travel a lot and the house is filled with mementos and photos from our trips,” Lan noted. “My daughter grew up in this house and there are memories here of each phase of her life.”

“We’ve enjoyed that this is not a formal house, it’s furnished for daily living,” Lan added. “This is an easy- to-live-in place.”

Xanterra looking to add many homes at Kingsmill

Xanterra the company that purchased Kingsmill Resort back in August of 2010 has filed a number of land use applications with James City County and seems to be poised to add a number of new home sites to the community,

Kingsmill SignFive subdivision plats were filed in February, according to county records. Most seem routine: One splits the York County portion of a parcel from its James City counterpart along Kingsmill Road. Another splits up a resort parking lot. A third encompasses more than 200 acres in and around the resort, but county planners have not been told there are any plans for development.

Another, roughly 270 acres around the Woods Course, will need to be rezoned to be part of the planned community before 90 or so planned homes can be added.

What was once intended to be an equestrian center and corral on 25 acres near the intersection of Kingsmill and Wareham’s Pond roads is being split into three parcels with a plan to build more homes.

Xanterra issued a press release announcing  the sale of certain undeveloped land owned by  Busch Properties, Inc located in the Kingsmill on the James community in Williamsburg, VA. to Xanterra .

Busch Properties, Inc.will also sell its residential real estate brokerage company, Kingsmill Realty, Inc., to Kingsmill Resort Development,, another Xanterra affiliate

The sale of the  Busch Properties, Inc. assets to Xanterra and KRD is expected to be completed in the second quarter of 2013 and will result in the Kingsmill declarant and developer rights and Kingsmill Realty being reunited with Kingsmill Resort under common ownership as Xanterra acquired the 1,025-acre Kingsmill Resort in 2010.

In laymans terms Xanterra "will be able to add land and home sites to the community without a membership vote," according to a KCSA blast email to homeowners.

The other terms and conditions of the sale were not disclosed.

Acquisition of the undeveloped Kingsmill property and the brokerage company reaffirms Xanterra’s investment in and commitment to the Kingsmill community.  Since 2010, Xanterra has made numerous investments at Kingsmill Resort, including construction of the new James Landing Grill at the Kingsmill Marina and a new pool complex, as well as bringing back an LPGA tour event to the Resort.
"We are very excited about this acquisition.  We feel that this is a great opportunity to ensure that both the community’s and the Resort’s interests remain aligned and that the community as a whole continues to be successful well into the future,” said Andrew N. Todd, Xanterra’s president and CEO.
While Xanterra has already begun preliminary work on future development plans related to undeveloped areas on both Resort lands and the property to be purchased from BPI, Xanterra looks forward to working with the community’s master association (Kingsmill Community Services Association), James City County, and the community in general on these plans to make sure that community interests are ultimately aligned.

One of a kind golf course home in Fords Colony

“Grand and comfortable.” This was John and Diana’s guiding vision in designing their gracious brick Colonial that bears resemblance to the Governor’s Palace in Colonial Williamsburg.

front“We wanted a house that was not a replica of the Governor’s Palace, but that made people say ‘Hey, this looks a little like it,’” said John, the CEO of a federal government contractor. “We wanted it to be one of the neighborhood’s showcases, but we also wanted a place where people would feel comfortable, where they could put their feet up and relax. I feel we accomplished that.”

The 6,500 square foot home was built in 2006 by Hallmark Builders. “We went with Hallmark because of the quality of their homes,” John said. “Their homes are very sturdy and we like the creativity of the owner.”

The couple chose to build their home in the country club community of Ford’s Colony because it offered multiple golf courses. “Diana and I play golf several times a week,” said John. “We knew we would get bored if we played the same course so often.” Ford’s Colony includes three Dan Maples championship golf courses; the couple chose to build their home on the 15th hole of the Blue Heron course.

Maximizing views of the golf course was a primary goal in placing the home on the nearly half-acre lot. Several of the rooms, including the great room, kitchen, keeping room, master bedroom and study, have outstanding golf course views.

The overall size of the house was influenced by one of John’s must-haves: oversized garage doors to easily get his cars in and out of the home’s two garages. “In some ways, our design size all started with the 10-foot wide garage doors,” said John. “With wider doors, we had a wider base for the house.”

That extra footage was perfect for meeting another of the couple’s requirements, extra large guest bedrooms to accommodate their many guests. Three spacious guest bedrooms with en suite bathrooms are on the second floor; the master bedroom, which includes a sitting area and tray ceiling, is on the main level.

John and Diane are movie-lovers, so a fully equipped movie room was included on the second level, above the two-car garage. The room includes a 60” x 90”movie screen and seven theatre-style reclining seats with ButtKicker simulation technology. The movie room, which is John’s favorite space in the house, includes a wet bar, a beverage center, and a dinette for two. A spiral staircase leads from the movie room to the kitchen.

The second level also includes a game room with a pinball machine, diner-like eating area, and custom built-in twin beds so the couple’s grandchildren could have sleep-overs. “The room was created primarily for our grandchildren,” John noted.

On the main level is a formal living room, a two-story great room, and a large kitchen designed for a true cook. “The kitchen has plenty of space to put everything where you need it,” said John. “Three or four people can work in there without bumping. It’s great for entertaining.”

The kitchen has a breakfast bar, space for a dining table, and a “keeping room” nook area (with fireplace) that overlooks the back yard and the golf course. “It feels so comfortable and cozy when it’s just the two of us,” said Diana of her favorite spot in the house.

Conveniently located off the kitchen is another home essential, a wine room. John and Diana are wine enthusiasts— with a penchant for French wines— so they included a climate controlled wine room with custom racks to hold 880 bottles. “We never had more than 450 bottles of wine there because we kept drinking it!” John joked. The room features a Tiffany lamp and Italian hand paintings of grapes and vines on the double-paned glass of the room’s window and door.

The first floor includes a cherry-paneled study with shelving and a custom, built-in desk large enough that John and Diana can work on opposite sides of the desk at the same time. There is also a main floor music room that houses Diana’s baby grand piano. “There are great acoustics because of the hardwood floors,” said Diana, who is a former NIH grants policy officer. “When I play, the music reverberates through the rest of the house.” Floors on the first level and in the upper hallway/movie room are Brazilian cherry.

Ceilings on the first floor are 10 feet high, and all of the main doors on that level, including the entry door, are 9 feet. “It looks very grand, very impressive,” John said. “And, the doors have period brass fixtures that feel substantial in your hand.”

The couple included extensive, detailed molding throughout the home. The dining room has wainscoting and 10-piece crown molding. The coffered ceiling in the kitchen has 6-piece moldings, and most of the other rooms have crown molding with at least 4 pieces. “The moldings are not pretentious, they’re just really nice,” said John. “The finish work in this house is just fantastic.”

Another unusual feature is the extensive use of different types of granite. Diana’s favorite is the Black Marinace granite used both in the kitchen and as a surround for the study’s fireplace. “It looks like sliced river rock,” she said.

The couple created a backyard oasis with a deck, a hot tub and an outdoor kitchen with gas grill, refrigerator and sink. A pond-less waterfall feature provides the sound of falling water that John enjoys.

The back yard also has a natural gas built-in fire pit. “No wood is required, but sometimes I’ll put a few sticks on it to get the snap and crackle sound,” said John.

The Ford’s Colony gated community offers numerous amenities, including playgrounds, basketball and tennis courts, swimming pools, and 200+ acres of natural preserve with 12 miles of paved walking/biking trails. The Country Club’s dining room has garnered AAA Five Diamond awards.

But the couple likes the neighborhood activities even more than the amenities. They were members of the Wine Enthusiasts Club, once hosting a wine party for about 80 people, and participated in the Dance Club. “Ford’s Colony is phenomenal in the way it embraces residents, and it’s easy to make friends here,” said Diana, noting that the monthly newsletter includes pages of activities that range from bowling and fishing to bird watching and theatre. “If you can’t find something interesting here, you’re just not living,” Diana said.

Yet it’s at home that the couple seems most happy. “We just love to be outside, to sit on the deck and watch nature take its course,” said John. “We might put 10 chairs around the fire pit, have a few bottles of wine, invite some friends and talk around the camp fire. We’ve had some really great evenings sitting round that fire pit.”

John and Diana, who have a primary home in the Washington, D.C. area, built their Ford’s Colony home as a second residence, with a plan to retire there. For the first few years, they were able to spend significant time in Ford’s Colony. However, more recently John’s retirement plans changed, and for the past couple years they have spent less than 20 days a year there.

“Since we aren’t able to use it much, even though we love it and long to go down, we’re selling the home,” John said. Why did they choose John Womeldorf, Mr. Williamsburg, to help them with the sale? “His marketing strategy matched what we were looking for,” said Diana. “And the company had impressive credentials.”

Diana said that she will miss her Ford’s Colony home. “Some of my favorite times were in the fall, sitting by the fire pit, looking onto the golf course with a glass of wine and chatting into the dark.”

James City County Recreation Center gym and track to be closed for repairs

Repairs to the James City County Recreation Center gym floor will begin next week, following damage after a water sprinkler accident on Jan. 28. Floor drying measures were unsuccessful and approximately one quarter of the gym floor must be replaced.

Beginning Monday, Feb. 18, the gym and walking track will be closed for approximately three weeks for the repairs which include installation of new flooring, sanding work, line painting and floor finishing. For the safety of patrons, the work area will be sealed to reduce fumes and dust from spreading throughout the Center. The track and gym are expected to reopen the week of March 11.

The Destination Recreation Expo scheduled at the Center on Saturday, Feb. 23 at 9 a.m. will proceed, but the event will occur in the community rooms of the facility. For more information, call 757-259-4200 or email carla.brittle@jamescitycountyva.gov .

Fords Colony Real Estate Market Turns Around in 2012

fords colony williamsburg vaWhat a difference a year makes for home sales in Fords Colony, Williamsburg VA !

At the beginning of 2012 the unsold home inventory in Fords Colony stood at almost a 17 month supply. As of today it is almost at six months, WOW. ( six months is considered a balanced market. Under six months is a sellers market)

This makes it the number one most improved neighborhood market in the James City County, Williamsburg VA area..

It almost feels like 2005 again with a number of homes selling within a few days and multiple offers coming in on a number of listings.

From a low of 78 sales in 2011,the total number of homes sold soared 56% in 2012 to  118 homes.

In 2012 there were 19 homes in Fords Colony that sold in 10 days or less. 45 homes sold in 45 days or less. Basically if a homes comes on the market in Fords Colony that is realistically priced and is decent condition they are selling in a very short period.

A few highlights for 2012:

Median days on market has dropped from 345 to 73 days !

The number of homes on the market has dropped from 112 in Jan 2012 to 88 in Jan 2013  (21% drop)

8 home sales have closed in 2013 so far compared to 3 in January 2012 ( 166% increase)

A number of price categories had tremendous jumps in sales activities. Sales for homes priced from 350k to 400k increased 78% from 14 sales in 2011 to 25 sales in 2012. From 450k to 500k the number of homes sold soared 89% from 9 to 17.

500k to 550k jumped 45%. 600k to 700k home sales increased 66% from 6 to 10. The upper end is starting to move again as well . There were 4 sales over $900k in Fords Colony in 2012 versus only 2 in 2011

List prices are increasing in 2013. The median list price has jumped 10% from $454,500 to $500k.. Although median sales prices dipped from $487,500 in 2011 to 479k in 2012. It is steadily increasing in the last 12 months. We will most likely see a 10% increase in median sales prices this year due to the low inventory of home.

Percentage discounts from list price ranged from 84% to 1.03 percent. Yes, that’s correct buyers paid more than list price. The median discount has been 96% from list price . This has risen to 98% in the last 3 months. We are seeing a number of offers coming in at list price. In this price range fewer buyers are asking for closing costs. Most simply pay them own.

So, what does this mean to you as a buyer ? Expect to pay more , make an offer quickly if you want the home, expect competing offers on nice homes that are priced reasonably.

Colonial Heritage in Williamsburg VA too good to leave for this retired couple

Dick and Mary Sue Metrey’s traditionally-styled, open concept home on a quiet cul-de-sac in Colonial Heritage is up for sale. But that’s not because the couple want to leave the gated, 55+ active adults community; it’s because they want to stay.

For Dick and Mary Sue, the gracious 3-bedroom, 2-bath home they built on Blakemore Terrace in Colonial Heritage was only a summer place; their primary residence was near Washington, DC. But after less than two years of living there part-time, the couple have decided to make Colonial Heritage their permanent home.

“There is such a sense of community here,” said Mary Sue, who is retired from working with the mentally disabled. “People are friendly and they’re interesting.” However, with a huge immediate family of 19 children and grandchildren who love to visit, the Metreys need more room than their 1,756 square foot “Aldrich” model can provide. The couple regretfully decided to sell their Blakemore Terrace home, but they are building a larger home in Colonial Heritage just down the street.

Dick and Mary Sue were originally drawn to Colonial Heritage for the community’s sociable character. “About 15 years ago we bought a condo in Williamsburg,” explained Mary Sue. “But eventually we wanted more of a neighborhood experience than we got with the condo, so we started looking for another home in Williamsburg.” During their search, the couple toured Colonial Heritage with a representative of the developer, Lennar Corporation, and saw firsthand the community’s welcoming nature.

“As we were driving through the neighborhood, everyone stopped to talk with the Lennar rep,” said Mary Sue. “And they talked with us, too.”

In 2010-11, the couple built their home at 6808 Blakemore Terrace. “It’s one of the biggest lots,” said Dick, an engineer retired from high-level positions with Naval research institutions. “Most are about 6,000 square feet and ours is 8,000 square feet. It’s also on the nicest cul-de-sac.”

Mary Sue likes the way the home is sited on the property. “There’s no house abutting the back of our home, so no one look into our great room from the back of the property,” she said. “And the front of the house doesn’t face anyone else’s door.” Colonial Heritage’s 170-acre, 18-hole Arthur Hills championship golf course sits only a few houses away.

The Metreys built their single-level home for easy living. It has no steps, and includes user-friendly amenities such as lever handles on interior doors, a seat in the oversized master shower, and comfort height toilets and vanities. The open concept floor plan includes a spacious living/dining great room with a gas fireplace finished with a Colonial style mantel and a granite surround and hearth. Sliding doors lead from the great room’s dining area to the deck. The great room is also open to a chef’s kitchen that features both a breakfast bar and a breakfast nook, furniture grade Timberlake cabinetry with accent glass fronts, Corian countertops, and a gas cook top. Bringing in the groceries is a breeze: the kitchen connects to a convenient mudroom/laundry off the two-car garage.

masterAll rooms have 9 foot ceilings – perfect for Dick, who is 6’2” tall— and several feature crown molding. Most of the home is carpeted, but there is oak hardwood flooring in the kitchen and in the foyer, which receives natural light from glass transom and side lights framing the home’s six-panel entry door. “I love the foyer, the fact that you don’t walk in the house and right into the great room,” Mary Sue noted.

The home’s Lennar-appointed builder, Matt, impressed Mary Sue with his emphasis on solid construction and attention to details. “When we had our walk-through, Matt noticed things even we didn’t see,” she said. “They were very small things, but he fixed them all.” Matt’s desire to ensure everything in the house was just right, led the couple to request him as the builder of their next Colonial Heritage home.

rear viewThe yard is low maintenance. “Since we weren’t there to water all the time, we wanted to be sure the house still had nice grass,” Mary Sue said. “So we installed a very nice irrigation system.”

The couple like that Colonial Heritage, which offers tennis and bocce courts, and an 8,500 square foot fitness center, is such an active community. “There are a lot of new retirees here, it seems most residents aren’t elderly,” said Mary Sue. “You see people walking, biking and jogging, and many walk their dogs.”

While Dick bikes and jogs, Mary Sue swims at the community’s indoor and outdoor pools. She also enjoys playing in a social bridge group. “There are so many clubs and activities here, the monthly calendar must be 20 pages long,” she said. In fact, the clubs at Colonial Heritage run the gamut from a William and Mary Sports Teams Support Club to groups focused on bluegrass music, travel, and history. Mary Sue pointed out that the community also has a service oriented organization, the Colonial Heritage Community Foundation, which provides support to residents who are caregivers.

colonial heritage clubhouseThe couple especially loves the 25,000 square-foot Colonial style clubhouse, which includes both a fine dining restaurant and a casual grille. “We’ve been to New Year’s Eve parties at the clubhouse, and we’ve brought our families there for holiday dinners,” Mary Sue said. “Wednesday nights are half-price burgers at the club and everyone loves that.”

The Metreys frequently take advantage of cultural and social activities that Colonial Williamsburg—only five miles from Colonial Heritage—has to offer. “There are so many lectures there, ranging from wine making to barrel making,” noted Mary Sue. She added that some of her neighbors share such interests. “At Colonial Heritage there are people from all over the country, and with different backgrounds. We’ve met a lot of people there who are teachers, nurses, doctors, engineers…who seem to be interested in the same things we are.”

ch pool (2)Although they are excited to be moving to Colonial Heritage full-time, the couple will miss their home on Blakemore Way, which Mary Sue described as “so gently used that there are some closet shelves we’ve never even used.”

“We’ve had a neighborhood Christmas gathering there,” Mary Sue noted. “And we have loved having our grandchildren visit us there. One of our grandchildren said he likes this house better than our big house [outside Washington] with the pool!”

“We were charter members of this cul-de-sac,” Mary Sue added. “And even though we were only there part-time, we made a lot of good friends.”

Time for a little recap of 2012 for Williamsburg, Virginia  real estate. It’s always interesting to see which neighborhoods buyers were attracted to during their Williamsburg VA home search. Where were people buying homes in  Williamsburg/ James City County and Upper York County in 2012 ? Well, let’s find out.

Several new home neighborhoods in the area continued to sell well. Among them were White Hall, Colonial Heritage, New Town, Greensprings West , The Settlement at Powhatan Creek and  Marywood amongst others.

Note that a number of new homes are sold that aren’t reported to our MLS. I will post updates later in the year as soon as the tax records are updated.

Kudos to areas schools !

The Virginia Board of Education is honoring 46 schools and one school division for raising the academic achievement of economically disadvantaged students. The awards are based on student achievement on state assessments during the 2011-2012 and 2010-2011 school years.

West Point Public Schools earned the Highly Distinguished Title I School Division designation by exceeding all federal Elementary and Secondary Education Act (ESEA) achievement objectives for two consecutive years and having all schools fully accredited for two consecutive years. .

The schools recognized include four York County Schools, One in James City Co/Williamsburg and one in Portsmouth for raising the academic achievement of economically disadvantaged students. Bethel Manor Elementary Schools is one of just nine schools statewide to earn the recognition as a Title Highly Distinguished School for exceeding all state and federal accountability benchmarks and achieve average scores on Standards of Learning (SOL) tests in English and mathematics at or above the 85th percentile. 37 more schools were named Title I Distinguished schools for meeting all state and federal accountability requirements for and achieving average reading and mathematics SOL scores at 60th percentile or higher, including: D.J. Montague Elementary, Dare Elementary, Seaford Elementary, Waller Mill Elementary and Victory Elementary.. The awards are based upon student achievement on state assessments during the 2011-2012 and 2010-2011 school years. A full listing of schools recognized this year is available on the VDOE website.

“The success of the teachers and students in these schools is particularly noteworthy given the challenging new mathematics SOL tests that were introduced during the 2011-2012 school year,” Superintendent of Public Instruction Patricia I. Wright said.

Each school and division will receive a certificate celebrating its status and achievement.

Title I of ESEA provides funding to school divisions and schools for programs to raise the achievement of students identified as being at risk of academic failure. The federal education law, whose most recent reauthorization is also known as the No Child Left Behind Act of 2001, requires schools and school divisions to meet annual objectives for increasing student achievement on statewide assessments in reading/language arts and mathematics.

Kidsburg renovations to start

imageThe renovation of James City County Mid County Park, including the Kidsburg playground, is scheduled to begin Tuesday, Jan. 22. Kidsburg is being replaced; however, its design and theme will be retained in a new playground structure. The new 30,000 square-foot playground includes a general play area, a ship replica, swing area and a separate gated area for children ages 2-5. Along with Kidsburg, a new office/restroom facility is being constructed in the park. See details here

Most of the park will close on Jan. 22 to allow staff to prepare the site for contractors who begin their work at the end of the month. Staff work includes moving and storing items to be retained such as maintenance equipment, picnic tables and trash receptacles, removing the Kidsburg fence pickets and instituting safety measures such as shutting down electricity to the park. During this phase of construction, the existing building and Kidsburg structure will be razed and replaced.

During construction, the Mid County Park walking trail, basketball courts and tennis courts will remain open and accessible from the rear parking lot off Monticello Avenue. For public safety, all electricity to the park will be turned off, outdoor lighting will be unavailable, and the park will close daily at dusk. At all times, please avoid the construction area. The park is scheduled to reopen in its entirety early this summer.

If you previously reserved your Kidsburg fence picket, you’ll be notified of the pick up process. Pickets will be available for pick-up at the Mid County Park Office, 3793 Ironbound Rd., on the following days:

  • Saturday, Jan. 26, 9 a.m.-5 p.m.
  • Sunday, Jan. 27, noon-6 p.m.
  • Monday, Jan. 28, 3-7 p.m.

If you’re unable to retrieve your pickets on these days, or if you have not reserved your picket, please call 757-592-0495 and leave your name, the name on the fence picket, your phone number and a message. You can also request your picket online at jamescitycountyva.gov/recreation/kidsburg-picket-request.html. A plaque will be installed at the park to honor its history and those individuals and businesses that supported the park through fence picket purchases and as volunteers. 

Kidsburg, a community-built playground, opened in 1994 and no longer meets ADA guidelines or current standards for public-use playgrounds. The new playground will be fully ADA and safety compliant, universal and barrier free. Project funding was appropriated by the James City County Board of Supervisors as part of the Parks and Recreation Capital Improvement Budget.

During the park renovations, please enjoy the playgrounds located within our other County parks and facilities – Chickahominy Riverfront Park, Forest Glen Playground, Ironbound Park, Little Creek Reservoir Park, Upper County Park and the James City County Recreation Center, James River Community Center and the Warhill Sports Complex. In addition to these sites, all Williamsburg-James City County Public Schools playgrounds are open to the community after school hours.

Kingsmill to host House Republican Conference

entranceThe "high-profile event" Kingsmill will host this month will not be a repeat of the 2009 visit by President Barack Obama and the House Democratic Caucus. This year the resort will host the other side.

According to Gordon Neal, deputy press secretary for Rep. Rob Wittman (R-1st), the House Republican Conference will visit Kingsmill for its annual retreat Jan. 16-18, 2013

While the event will be held in Wittman’s district, Neal said the congressman isn’t the host.

"All the details are being handled by the conference," he said in a phone interview Tuesday.

The Gazette first learned of the upcoming event when Kingsmill Executive Vice President Robin Carson notified residents the resort would be closed for most of the three-day event.

Save The James

A letter from Robert C. Middaugh, James City County Administrator

Virginia Dominion Power has proposed two routes in James City County for the construction of a new transmission line. One route is in the northern part of the County and crosses the Chickahominy River, runs adjacent to Freedom Park and the two new schools on Jolly Pond Road, and then finally, runs directly through the residential community, Colonial Heritage. The other route is in the southern part of the County and crosses the James River from Surry at the Hog Island Wildlife Refuge and enters James City County slightly below the Carters Grove Plantation. Both routes end at a new electrical substation to be built in the southern part of James City County.image

The County has officially opposed both routes and believes strongly that other, less impactful options are available to Dominion Virginia Power. Because the two James City County routes or more appropriate alternatives would be spread over a very large customer base, rate increases as a means to cover the construction cost is not a significant issue in terms of determining a final route. Whichever route is ultimately selected, the rate impact is insignificant.

The County is currently participating in the required permitting process for Dominion Virginia Power to build their new transmission lines. The State agency that runs the permitting process is the State Corporation Commission (SCC). Any communication from citizens to the SCC expressing concern about the proposed routes would be very helpful.

If you would like to assist the County in opposing the proposed Dominion Virginia Power transmission routes, you may send a letter, email or sign a petition which expresses opposition to the southernmost route proposed by Dominion Virginia Power. Deadline for comments is January 3, 2013. Sharing your opinion with the SCC about the impact of either or both routes on the quality of life in James City County is sincerely appreciated. For your reference, the Save the James Alliance offers several ways to do this. The following links go to their web site with instructions:

What can I do ?

For both routes, the County believes that there are significant adverse impacts which cannot be mitigated. For each route the impacts are as follows:

Northern Route (Chickahominy)

  • significant visual and aesthetic damage to the pristine and historic Chickahominy River
  • significant damage to the cultural, historic and recreational resources at Freedom Park
  • aesthetic and potential health impacts associated with lines adjacent to an elementary school and middle school
  • visual, aesthetic, and property value diminution in the residential community, Colonial Heritage

Southern Route (James River)

  • significant visual and aesthetic damage to the historic James River
  • significant visual and aesthetic damage to the historic and cultural resources of James City County, including Carters Grove Plantation, Historic Jamestown Island, Jamestown Settlement, Colonial Williamsburg, and the National Park System, specifically the Colonial Parkway
  • significant damage to the tourism business associated with the region’s historic resources
  • diminution of value for the resort and private properties in Kingsmill

Construction moving along at Settlers Market in Williamsburg

Construction crews are busy at work on the Settlers Market shopping center in James City County. Once complete it  will feature 250,000 square feet of retail space along with an adjoining residential component located along Settlers Market Boulevard adjacent to the center.

At this point a Spring 2013 opening is planned for the new Stein Mart, HomeGoods ,ULTA Michaels,Dress Barn, Five Below and Shoe Carnival stores.

They will join the existing Trader Joes, Bakers Crust, AT&T,Sleepy’s Long & Foster Real Estate, BB&T Bank as well as a “Wal Mart Neighborhood Market” grocery store that is on track to start construction soon.

The center is being developed by FCP and its partner, Westmoreland Partners,who are represented in retail leasing by the Norfolk office of The Shopping Center Group.

Settlers Market  was acquired by Federal Capital Partners and Westmoreland Partners earlier this year for $13.25 million from Union Bank who foreclosed on the property in Feb 2011

The original owner/ developer was AIG Baker who had originally obtained a $55.5 million note to develop the property with a 350,000-square-foot combination of upscale retail, office and residential space. AIG Baker’s plans  ground to a halt in 2008 with the downturn in the economy

Settlers Market is located at the intersection of Rt 199 and Monticello Avenue and is the gateway for the New Town Master Plan Development Corridor.

The acquisition was the second FCP transaction with Howard Biel and Drew Gorman of WML since the company announced an alliance with the retail veterans in fall 2010. The alliance focuses on purchasing development and redevelopment opportunities, notes on troubled assets and existing income-producing retail assets throughout the Mid-Atlantic.
"Settler’s Market … was in need of a new owner, developer, capital and vision to complete the center," said FCP Managing Partner, Esko Korhonen. "We had the opportunity to purchase the site at a significant discount to in-place cost and will be working closely with representative agencies of James City County and the New Town Associates Design and Review Board to revisit the current site plan so that the project can maximize its potential."

Wal Mart breaking ground soon for Neighborhood Market in New Town/ Settlers Market

Wal-Mart is nearly ready to break ground on its Neighborhood Market off Monticello Avenue.

"We don’t have a certain grand opening date yet," said spokesman William Wertz. "We hope to start construction shortly after the new year. We’re going through the final phases of getting all the permits in order."

The new 41,785-square-foot grocery store will be the latest addition at Settler’s Market, which has restarted construction after building ceased and the site was auctioned a few years ago.

Wal-Mart dodged those troubles. It bought the eight-acre property at the corner of Monticello and Route 199 for $6 million in 2008, separately from Settler’s Market, and has been quietly sitting on its plans. This year, the company received approvals from New Town’s Design Review Board and the county’s Planning Commission Design Review Committee to move ahead.

Unlike the  Wal-Mart’s, this store is mostly a grocery and will not carry clothing. Along with regular produce, it will carry locally grown produce as well as having a deli and a bakery
