227 apartments proposed for Williamsburg’s Quarterpath Development

The Planning Commission will get its first look at a site plan for the beginning of residential development at Riverside’s Quarterpath at Williamsburg mixed use development, a 227-unit apartment complex housed in three four-story buildings.

The Aura at Quarterpath Apartments will sit on the north side of the "village green" of the development. South of the green will be developed as a commercial area.

Although Riverside can build, by right, more than 1,300 homes on the development, the soft real estate market following the 2008 recession has led them to move cautiously.built first because their was a time limit on the certificate of need that allowed for the hospital’s construction.

So far, no single family homes have been planned for the 272-acre development. Residential Streets will eventually branch off Battery Boulevard to the north.

City Council approves changes for Quarterpath

The City Council of Williamsburg unanimously approved  Zoning and parking changes requested by Riverside Healthcare Association at their meeting on 9/13/2012. The developer asked for the changes to “facilitate the success of the Quarterpath Master Plan.”

The changes will allow additional by-right flexibility for developing Quarterpath at Williamsburg as a mixed-use development.

view-all-homes-for-sale-in-village at quarterpathTownhouses will now be allowed to locate closer to the sidewalk, with porches at the property line, and buildings will be able to be closer to alleyways. The zoning changes reduce front, back and side setbacks for town houses in the development from 15 feet to 5 feet, as well as revising  setbacks and height regulations.

Buildings up to 60 feet high can now be set back 100 feet from Route 60 East and Route 199 and Quarterpath Rd The previous regulations required a 200 foot setback.  Detached garages are now allowed as well.

The changes were proposed to facilitate several key elements essential in creating a Village Center, (like New Town) according to the application:

image81. Mixed-use buildings: Buildings with commercial spaces located on the ground floor, with residential usage located on the 2-3 floors above, will create the “Main Street” feeling at the Village Center.

2. Active streets: All of the streets in the Village Center are envisioned to be pedestrian-friendly and will encourage interaction between residents  workers, patrons, and visitors. Thus, the changes relating to the commercial street allow for the ground floor to open onto the sidewalk, while porches on residential streets will exit onto the sidewalk in many locations, and most importantly parking and garages will mainly be relegated to the rear.

3. Rear-loaded Townhomes: In order to achieve an active community with pedestrian-friendly streets, the proposed text changes allow the townhome fronts to face the main streets, while garages, utility connections, and trash will be located in rear alleys.

4. Shared Parking: Parking is a necessity for any successful development, however, it is not visually attractive and it consumes land. By having a shared parking arrangement, the minimum amount of land shall be consumed by parking.

The creation of the Economic Development Parking District  allows more flexibility in parking requirements, similar to what was done for the Midtown Parking District. On-street parking will be able to be counted toward meeting the parking requirements,

Ukrops, Farm Fresh, Bloom Look Out

Dropped by the New Harris Teeter at Quarterpath Shopping center on Wed. ( Along with half of Williamsburg it seemed ! ) The parking lots was filled to capacity.

It reminds me of an enlarged Ukrops.  The sale prices seemed on par with other sale prices. Salad Bar was $5.99 ( Ouch) Everything looked great and vast assortments of everything. Sorry for the poor picture quality but I only had my phone with me.

Time will tell if it stays popular. I would say that the Farm Fresh , Bloom , and Ukrops will definitely see a migration of customers. Especially from the folks on the east side of town ! Other stores at Quarterpath will open soon. Subway, Chinese Restaurant,etc. Wachovia and Towne Bank are already open.

Businesses are opening at Quarterpath Crossing Shopping Center

TowneBank  has opened its third Williamsburg banking center at the new Quarterpath Crossing Shopping Center at the intersection of Route 199 and Quarterpath Road. 
The Kingsmill branch is the company’s 17th banking office.

H.E.A. Living   No. 1 Chinese , Lee Spa Nails  Swan Cleaners  and Kyrie Designs Apparel have all signed leases and should be opening soon,

The Sub sandwich market is expanding in Williamsburg . Subway is opening two stores in the near future. This one at Quarterpath Crossing as well as the recently announced one at High Street . Next to open will be the area’s first Harris Teeter grocery ( now open)  which is slated to open at the beginning of November.

Road development has begun for the adjacent  Quarterpath at Williamsburg mixed use project owned by Riverside Health System. Riverside’ s plans include Williamsburg Doctor’ s Hospital, an age restricted residential community with 300 homes, a 120 bed nursing home with a related 60 units of assisted living, and 97 acres to be developed into residential communities with 95 single family homes, 95 townhouses, and 465 condominium units.

The centerpiece of the shopping center is a 52,610-square-foot Harris Teeter grocery store. Termed a Flagship Plus’ store. It’s the best store with the best amenities that Harris Teeter, which is already a nice upscale chain, puts out.”

The list of expected  tenants includes at least two restaurants, a salon and a dry cleaner, among others. The developer is in discussions  with several national restaurant chains at this time. TowneBank and Wachovia will open branches in two of four outbuildings. Quarterpath Crossing’s location is across Route 199 from the main entrance to Kingsmill on the James.

Another  nearby project will be Quarterpath at Williamsburg —Riverside  Health System plans to build a 120-bed nursing home at Quarterpath at Williamsburg, a 350-acre mixed-use development at the intersection of state Route 199 and U.S. 60. Plans for the project include 1,374 dwellings (including single-family homes, town houses and condos) 200,000 square feet of medical office space, 202,000 square feet of offices space and 400,000 square of “destination” retail use. Riverside has now received  state approval to build Doctors Hospital of Williamsburg, a 40-bed hospital .
The new street through Quarterpath Crossing will wind through the woods past a nursing home, assisted living, medical office park and retail and residential areas. The street will connect with Route 60 near the 7-Eleven.  The residential neighborhood will feature a second street running from Battery Boulevard back to Quarterpath Road, intersecting just below the redoubts near Route 60.

Riverside had been trying for about eight years to get into the hospital business in the Williamsburg area, and twice its application to build a new hospital has been denied.

Construction will start once the necessary city approvals are in place. Construction of the newly approved hospital won’t begin until 2010. The two-story hospital will be designed to accommodate expansion in case it’s needed in the future. The hospital includes an intensive-care unit and two operating rooms.

Items found at the site included ceramic bowls, jugs, glass beads, wine glasses, pewter utensils, brass straight pins and clothing buckles,many of which had been imported from Europe.  Also found was a silver coin that featured Oliver Cromwell, Lord Protector of England,which was made between 1649 and 1660 while England was not run by a monarchy

Road construction off Pocahontas Trail marks the beginning of Doctors Hospital. It also illustrates how the recession has changed the shape of Riverside’s mixed-use development.  Clearing has begun for Battery Blvd. which will eventually  intersect Quarterpath Road. They are building the road to the first intersection, which will be Commonwealth Avenue.
.As a result of a slow housing market, the hospital will be built first. An accompanying nursing home has now been scrapped. Initially the hospital was situated at the center of the planned development, closer to Quarterpath Road. It has now been moved  toward the front of the site [Pocahontas] so they can build less infrastructure to reach the hospital.
The preliminary plat calls for 1,374 residences .Those units include 95 single- family homes, 397 “senior adult attached dwellings” and 882 condos and townhouses. Plans for 202,000 square feet of offices and 400,000 square feet for a shopping center remain dormant.
UPDATE May 2010
The nursing home has been scrapped next to Doctors Hospital of Williamsburg.
Bill Downey, executive vice president of Riverside Health System, blamed the recession. “We’ve seen a decline in use rates of nursing homes,” he said this week.
Just last month, City Council sweetened the pot for Riverside by easing infrastructure requirements and granting a break on all city taxes except real estate for the medical components.
Tracey Dowling, administrative director for real estate services, said Riverside has obtained a permit from VDOT for the hospital access road to enter where the old Whiting Funeral Home was located on Pocahontas Trail.The hope is to get remaining permits approved by this summer to begin work on the road by the fall, in time for groundbreaking.
Civil War enthusiasts have complained that the mixed-use and medical campus will destroy remnants of the site of the 1862 Battle of Williamsburg. Last week the battlefield was declared “at-risk” by the Civil War Preservation Trust.
Diana LoVecchio, Riverside’s vice president of construction management and shared services, said she hopes to have construction on the hospital under way in early 2011.
Downey doesn’t think the recession has diminished the need for a second hospital. She acknowledged that the growth once projected in greater Williamsburg has cooled with the recession but asserted that a second hospital is still viable.
“Population growth has slowed, but everything we’re seeing in Williamsburg, James City and upper York County is that it will continue to grow even if it’s at a slower rate,” he said.
Downey also pointed out that part of Riverside’s intent with Doctors Hospital was to target the growing senior citizen population. “That [growth] continues unabated,” he said.
