The developers of The Village at Quarterpath ( Wermers Development) are seeking to increase the density of the project from what was initially approved.

 In it’s initial approval by the City of Williamsburg  The Village at Quarterpath was to have a total of 77 dwellings. The number of homes in the Village at Quarterpath would expand by 55% beyond what’s  been long approved. To sweeten the deal, proffers will provide some affordable housing. This would have been comprised of 41 detached homes and 36 town homes.  Since the downturn in the real estate market they are now requesting approval to build a total of 122 dwellings this being comprised of 6 detached homes, 36 duplexes and 77 town homes..

 “Due to uncontrollable economic and real estate market conditions, we now find it necessary to reposition this community,” wrote L&B Quarterpath LLC, the development company, in its application for the change.

Proffers proposed by Wermers Development would cap the rentals at 20% and stipulate that 10% of the units will be sold for less than $220,000. The city earlier exempted Quarterpath from affordables.

Prices being porposed by the developer are to average sale prices of a townhouse at $250,000 and their size from 1,350 to 1,710 square feet. The new plan calls for smaller front and side yards than are typically required in the RM-2 zoning district.

Plans for a massive housing, commercial business and health care project on a choice parcel of city land will be evaluated today by Williamsburg planning commissioners.

Riverside Healthcare Association’s pitch to build a mixed-use development called Quarterpath at Williamsburg offers some specific details for the first time, with the submission of a preliminary plan.

The roughly 360-acre site, the city’s largest undeveloped tract under single ownership, would be accessed primarily from Quarterpath Road and Route 60, according to the conceptual master plan to be discussed today.

Riverside officials have proposed building the subdivision in six phases, with work on the intersection of Quarterpath Road and Battery Boulevard as the first step. The next two phases would build a nursing facility, then the medical campus.

Last month, the health care group said it would pursue — for the third time — state permission to build a hospital on the site. In March 2007, the state denied a proposal for a $76 million, 43-bed hospital.

These preliminary plans are to give city staff, planning commissioners, City Council members and the public a chance to comment while the project is still in its early stages.

The city is also expected to discuss environmental issues, given that the majority of the site sits in Chesapeake Bay Preservation Areas and will have to meet water quality standards.

Also, no designated bike lanes are proposed for interior streets, but staff has proposed the developers add them on Battery Boulevard and Redoubt Road.

The city’s Site Plan Review Committee supported approval of the preliminary plans during its March 19 meeting. City planning staff has recommended the Planning Commission send the plans to the City Council for approval. But staff has said it wants more information on environmental and traffic impact before any development plans are approved. Pending a request for the Virginia Department of Transportation to transfer land around Quarterpath Road to the city, construction could begin within the next few months at the road’s intersection with Route 199.

Public can discuss use of Eastern State Hospital Vacant Land

Vacant land at the Eastern State Hospital site in James City County, long lusted after for its development potential, will be the subject of a community discussion this month as the state considers new uses for it.

A group of local leaders called the Crossroads Project Steering Committee, which was formed about a decade ago and was instrumental in the process that led to the New Town development, will lead three days of discussions on the land starting April 21. The committee will bring in a team from Pittsburgh-based Urban Design Associates to assist in the conversation.

These talks come as Virginia prepares a master plan on what to do with unused land at state-run Eastern State, the first public psychiatric hospital in North America. Officials are consolidating much of the hospital to the eastern side of the property and the large, underused campus is considered attractive to developers.

Last year, city and county officials contacted the state department that oversees mental health services about the possibility of excess land there being used for a school site. During those talks, they learned the state was about to kick off a master-plan process for the property and asked if it could coincide with the county’s update of its Comprehensive Plan this year.

State officials agreed and asked the Crossroads group to host a community forum to generate ideas should portions of the land become available for new development. But the state’s lengthy process for planning the land’s future puts any new use years away, leaders say.

Crossroads includes representatives of the area’s three localities — Williamsburg, James City and York County — as well as the Colonial Williamsburg Foundation, the College of William and Mary and the Williamsburg Area Chamber and Tourism Alliance.

The meetings will be at the college’s Alumni House on Richmond Road starting at 7 p.m. on April 21 and April 23. The April 22 session, closed to the public, will only be for certain officials to hear specific suggestions.

“The idea is to take all the input and on that last day you’ve got a plan on paper,” though one still to be evaluated by the state, said City Manager Jack Tuttle, who represents Williamsburg on the Crossroads group.

Eastern State just completed work on its new geriatric center, which will house about 150 mentally ill patients aged 65 and older. The move is the first of what will place much of the hospital’s operations closer to Ironbound Road, freeing up much of the middle of the property for other uses, said Jim Golden, associate vice president for economic development at William and Mary and a member of Crossroads’ steering committee.

Workers have already begun razing a handful of buildings to construct a facility for younger mentally ill patients and a new administrative building.

The effort to shrink the space used by Eastern State, which had about 400 patients as of 2006, will leave about 460 acres of the hospital’s 540 acres as open space and forest, Eastern State officials have said.

One area where Urban Design Associates is expected to offer its professional services is figuring out how to turn the area’s wetlands into an advantage instead of treating them like an obstacle, said Golden, who sits on the Crossroads group’s steering committee.
